I have the honour to acknowledge the

receipt of your secret despatch of 27th April,

1939, on the subject of a proposal to establish

a connecting transmission-line between the works

of the Hong Kong Electric Company, Limited, with

those of the China Light and Power Company, and

to inform you that for the reason stated in the

first paragraph of that despatch I do not consider

that it is incumbent on this Government to pursue

the proposition further.
